Who We Are 

Ernest Garfield 
is President of Independent Bank Developers, LLC and Chairman of Interstate Bank Developers, Inc.

He is also the founder of the Alliance of Business Banks, the Arizona Financial Institutions Task Force for Arizona Legislators, the Financial Services Advisory Council and Community Bank Advisory Council for Arizona members of Congress.  

He is the founder and owner of Internet businesses U.S. Criminal Records Agency, Criminal Tracker Alert, E-mail Pony Express, Justice Depot Foundation, Inc., and Alliance OutReach.

The Phoenix Business Journal recognized him as one of the most influential Arizona business leaders of 2007.

In 2009, Garfield received the Sir CV Raman Award for Outstanding Contribution to Science.  He also received Congressional Recognition for “Leadership and Dedication to Promoting Commerce Between the U.S. and Asian Markets.”   He served as chair of Global Venture Funding, US-Asia Business Expo.

As an Arizona State Senator from 1967 to 1968 he was Vice Chairman of the Senate Education Committee. Additionally during Mr. Garfield's service as an Arizona State Senator he was a member of the Appropriations, Judiciary, and Commerce & Industry committees.

As the State Treasurer of Arizona from 1970 to 1974 he helped reform investment law in the State of Arizona. His efforts made it possible for the State to earn more interest income during his tenure than had been earned by all previous state treasurers combined.

While serving as Arizona Corporation Commissioner from 1974 to 1978, during the middle east oil crisis, he twice chaired the White House Conference on Energy and voted to approve the Palo Verde Nuclear Plant.

Since leaving public office in 1979, he has been involved in bank organizations, real estate development, and publishing. To date he has successfully helped start 31 banks.

His civic involvement has included serving on the Governor's commissions for Prevention of Family Violence, Violence Against Women, Rape Prevention, and the Sexual Assault Prevention Task Force. He is a past director of the board of the Girl Scouts-Arizona Cactus Pine Council and the East Valley Institute of Technology Foundation Board. He served as a founding member of the Men's Anti Violence Network and as a member of the Arizona Skill Standards Commission. While in the Army, Garfield served in Korea. He was one of 1,070 artillery officers inducted into the U.S. Army Field Artillery Hall of Fame at Fort Sill, Oklahoma. 

Thomas C. Horne was elected Arizona Attorney General in 2010.  Mr. Horne was a litigation attorney in private practice for more than 30 years. During that time he also served as a Special Assistant Attorney General, Superior Court Judge Pro Tem and Court of Appeals Judge Pro Tem.  He is the author of a legal text published by the State Bar of Arizona. While practicing law, Mr. Horne served on the school board of Arizona's third largest school district for 24 years, ten as its president. He served four years in the Arizona Legislature, was a member of the Judiciary Committee, and was Chairman of the Academic Accountability Committee.  On July 11, 2000, the Arizona Republic wrote that Tom Horne, "raises the level of debate at the state Legislature by several notches all by himself."  He served as the elected Arizona State Superintendent of Public Instruction from 2003 to 2011.

Tom has done mostly jury trial and appellate work.  As Attorney General, he personally argued cases in Arizona Superior Court, Arizona Supreme Court, Federal District Court, Ninth Circuit and has successfully argued two United States Supreme Court cases, Ryan v. Gonzales and Arizona v. Inter Tribal.  A recording of these arguments can be heard at:

Joe’s practice focuses on corporate finance and securities, mergers and acquisitions, banking, and business and corporate governance. Joe has substantial experience representing issuers in initial public offerings, secondary offerings, and private placements of equity and debt securities. He has represented underwriters in public offerings, and placement agents in private placements of equity and debt securities. Joe counsels corporations and executives in a broad range of issues affecting public companies, including Sarbanes-Oxley compliance, corporate governance, insider trading compliance and executive compensation.

His client list comprises startups and established businesses in a wide spectrum of industries: computer software and hardware, systems integration, air transportation, portable storage, telecommunications, pharmaceuticals, biomedical research, technical education, and equipment leasing and financing.

Joe’s practice also encompasses aircraft acquisition. He has assisted in financing and lease transactions for more than $5 billion of commercial and business aircraft for both certificated carriers and private businesses.

Jeffery A. Garfield

Jeff is a native of Arizona with 18 years experience in the wholesale and retail mortgage banking industry. His primary emphasis was on developing wholesale correspondent lending relationships to buy as well as underwrite spot, flow and bulk purchases with investment banking firms, investment counseling firms, pension funds, commercial banks, saving & loan associations and other financial institutions or entities.

Criminal Tracker Alert is currently in 158 countries.  CTA is in the process of being reorganized. 

E-mail Pony Express – Delivered wanted posters about known criminals by zip code for local and international law enforcement. Criminal Tracker Alert and E-mail Pony Express to date are the only private entities that have provided this service nationally or internationally.  E-mail Pony Express developed and maintained some of the largest U.S. Can-Spam Compliant e-mail date bases.

Tina Behrens
is the owner of Acuity Consulting, LLC, a consulting firm providing services to businesses and banks in organization.  She has worked with the boards of banks in organization for almost twelve years, and is a member of the Arizona Financial Institutions Task Force.

Ms. Behrens has worked with banks seeking National and State charters.  Her expertise includes preparation of Articles of Incorporation and Bylaws, cash flow projections, drafting the offering documents for the initial capital raise, assisting in the development of a Stock Option Plan and a community Advisory Board.  Ms. Behrens also performs preliminary blue-sky research in preparation for the sale of stock and works with the organizers in collecting their personal and financial data for the application.  With a degree in business, Ms. Behrens has served many small businesses in a lead operations or financial role.  She maintains her insurance license in the State of Arizona.

Thomas Pagano 

Thomas Pagano is Senior Managing Consultant in charge of product cost and profitability assessments. Previously, Mr. Pagano managed Client Services at Myers-Kohl Corporation and, earlier, performed a similar function as Senior Vice President, Customer Support, for Sendero Corporation. Prior to Sendero, Mr. Pagano was a senior officer at a New England based bank holding company where he gained extensive experience in investment management, strategic planning, financial institution cost accounting and ALM.

Mr. Pagano holds an MBA from City University of New York and an undergraduate degree in Economics from New York University. He has been published in various industry periodicals, including two recent articles in Credit Union Management Magazine on Activity-Based Costing and Product Profitability Management.

Marvin Early Perry, President of P.E. International, a Phoenix-based marketing and public relations firm and the founder of the Black Board of Directors Project, earned his B.A. and M.S. degrees in economics from the University of Central Oklahoma and Oklahoma State University respectively. Shortly thereafter, Perry graduated from the American Bankers Association Commercial Lending School, beginning his professional career in banking.

In response to the vastly underrepresented amount of minorities on corporate boards, Perry founded the Black Board of Directors Project in Phoenix, Arizona in 1984. The project’s purpose is promoting the involvement of minorities in executive positions within corporate, nonprofit, and public policy making institutions at the state and national level. In the organization’s history, which spans over two decades, the Black Board of Directors Project has placed over 1,800 blacks and other minorities on various boards and commissions. 

By facilitating seminars and conferences centered on corporate board education, Perry hopes to empower members of Arizona’s black community by encouraging them to seek board membership on a corporate level. In doing so, local businesses and agencies will involve more minorities in their policy-making processes.

In 1995, Perry broadened his commitment to community service by becoming a founding board member on the Arizona State University College of Extended Education Dean’s Council. Perry aided the College of Extended Education for years in its mission to broaden access to quality education to all learners in Maricopa County and beyond. His leadership helped the college reach out to Arizona’s traditional and nontraditional learners through innovative locations, methods, curricula, schedules and technologies to meet their lifelong learning needs.

Perry was awarded for his dedicated service to higher education in 2002 when he was given a Distinguished Service Award from Arizona State University, and again in 2007 by receiving an honorary doctorate degree from the University of Advancing Technology. In 2008, Perry was selected as the co-recipient of the Arizona State Bar of Arizona's Award of Appreciation.

Perry continues to expand his long history of civic involvement, including board service with the Arizona State Bar Association, the Hispanic Leadership Institute, the Arizona Civil Rights Advisory Board, the Valley of the Sun United Way, the Scottsdale Cultural Center, as well as a list of municipal and county committees and boards.
